On June 11, 2010 Governor Mark Sanford signed Bill 4202 amending the South Carolina Code of Laws to strengthen the state's policies on human trafficking. Trafficking of Persons is now defined as a violent crime, a Class A felony, a most serious offense, and a statutory aggravating circumstance for murder, for which convicted traffickers may receive the death penalty. Convicted traffickers involved in sexual exploitation cases must be registered as sex offenders in addition to their sentencing.
We salute Representatives Harold Mitchell, Chandra Dillard, Deborah Long, Gilda Cobb-Hunter and Bakari Sellers for sponsoring the legislation as well as the South Carolina anti-human trafficking community for their hard work on this issue.
Victim advocates can now apply for rapid-response, contingency funds (currently up to $400 each) to provide housing, clothing and other basic essentials to human trafficking victims.
